Feature change, not for 3.3.1. BTW any reason why just using a regular
XML structure editor with DTD-constrained editing is not good enough
here? Also seems like a development-time tool rather than a user-level
window system feature.

Yes, XML structure editor is good enough. Problem is, that not all 
xml winsys files are visible in Explorer. That is why Dafe asked me 
to file this issue.

Seems for future, and needs to be exactly specified what is wanted. To
allow entire Windows dir structure to be edited the abovemetionted way
(via options? or is it enough in default FS?)

Because Window System v1 will not be supported from now by our team, all old
winsys issues (now "core/window system v1" issues) are going to be closed as
WONTFIX. 

Changes in API which emerged both from UI spec 
and problems with adjusting to the older API are described in the document
http://core.netbeans.org/windowsystem/changes.html.
 It shows also recommends how the client code should be adjusted to the new
window system.

If you think this issue apply also to the new winsys then change the
subcomponent (to "core/window system") and REOPEN it.
