Looks like we have it again back in 6.8 Beta for both beta/stable/thirdparty(?) UC, e.g.
http://updates.netbeans.org/netbeans/updates/6.8/uc/beta/beta/catalog.xml

We already use 2.6 AU DTD (which is correct) but the licenses are still stored in the catalog file, not in separate dir 
(which is bad).

The 6.7 catalogs also seems to include license so regenerating the catalog for 6.7 UCs is also required.

This was a configuration mistake. It fixed now and catalogs were regenerated. They don't include license text now.
