NetBeans should not add desktop shortcut creation request to the JNLP unless explicitly requested by the user.

This has negative impact on startup performance, may popup unneeded dialogs and absolutely unneeded in the dev
environment. This needs to be optional.

Does this issue targets any specific problem of NetBeans IDE or is it just reminder that we should do it this way?

Desktop shortcut request in the jnlp file should be an optional feature. Currently there's no way to specify whether the
shortcut request should be added or not (at least we are not aware of it). This needs to be fixed in NetBeans.
