Until fixed you can disable the ruby cluster from the build config as a workaround.

On Windows the install_gem target of the jruby build script is very peculiar about in which order the gems are specified, and whether or not they contain version numbers. As in #168434, I haven't found what's the logic behind it (if any), but through trial and error I seem to have found an order that works at least on Win XP and Linux - changeset #798ad384b17d in ruby-main.
