If IDE is empty then activation takes seconds.
If you have a project opened  - 5min at least... Could be much longer.

Product Version: NetBeans IDE Dev (Build 200909230201)
Java: 1.6.0_16; Java HotSpot(TM) Client VM 14.2-b01
System: Windows XP version 5.1 running on x86; Cp1252; en_US (nb)

To reproduce:
- start new IDE;
- activate Java for example, and create new Java project;
- try to activate some other module: Enterprise (in attach) or PHP;
