This is the standard key shortcut for this menu item.

Help is accessible by F1. You can also customize it by "NetBeans -> Preferences -> Keymap" (then take advantage of
"Search:")

For the behavior you've mentioned Cmd-? opens Quick Search.

Well on my PowerBook you have to type Function+F1 because F1 is already used to adjust the screen brightness, so it's a bit inconvenient. Also Quick Search 
is mapped to Meta+I, not Cmd-?. But I'm not sure how important this is.
