[ JDK VERSION : 1.6.* ]

When adding a new file on the "Packaging" panel for a web application
project, it is mandatory to specify where the file should be stored
in the package.
After setting the correct path, a message is displayed:
  Note that this file will not be added to project classpath.
  Use the Libraries panel to add the JAR file to classpath and to
copy it into WEB-INF/lib.

I believe this message should not be displayed when the file added
isn't a JAR file.
