The open cookie on recognized secondary files needs to be modified to guard the
entire file, since this is generated by the compiler and any changes will be
overwritten with the next .g compile.
An edit cookie should be added so people can really edit the files if they want.
This would need task 16555 "secondary file recognition" to be completed, so the
list of files to be guarded is known.
