I've been developing Portlets for Liferay 5.2.3. Every time I place break points on newly added lines, they are invalid
until I restart Tomcat (5.5.27).

It seems like a duplicate of issue 168626.
Can you please look at the screenshot attached there and confirm that your case it is the same situation?
