While developing JBI modules often meeting use case is to use common resources like wsdl, xsds. Often these artifacts
are independent from concrete JBI project. In result to avoid unnecessary project dependencies. User creates special
project for these artifacts. The resulted project type doesn't make sense. In general case it is one of JBI modules
because of improved referenced resources support. 
It would be nice to have a special type of project: "Library project" for these use cases. 
This project shouldn't have lmitation on supported artifacts as minimum all xml-artifacts must be allowed. 
The complex build system as JBI Modules have is not required. While building of this project the simple jar file as
collection of the internal artifacts have to be done.
The set of project level actions have to be the same as the set of common JBI modules project level actions.
