There are situations in web projects, where the only way to override the annotations in a web app is via the use of a
metadata-complete.  It is hard for users to generate this 'by-hand' since it requires that the user merge the web.xml,
any web-fragment.xml data and the data in annotation for their app....

A project action that would generate the file content and ask the user for the place to save the data would be useful.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
