project.xml for a Python project specifies as its configuration namespace

http://nbpython.dev.java.net/ns/php-project/1

While the use of nbpython.dev.java.net rather than www.netbeans.org can be attributed to historical circumstances, the
use of "php" is clearly wrong.

This is a valid bug. Tested using NetBeans IDE Dev (Build 201505170001)

Valid only for ant project. Setuptools project are correct.
