After installing 6.5.1, the fix import and toggle comments are still there. but after the process of the first 
update(which includes subversion, mercurial etc) then restarted the IDE, the fix import and toggle comments are 
disabled.

Are any J2ME Java files open during start-up? If so, then this is a duplicate of issue #155805.
