[dev-200110110100; Sun JDK 1.3.1; MDI]

Steps to reproduce:

1. Start with a clean userdir
2. Unmount the 'sampledir' filesystem - FileStateInvalidException is thrown 
(see issue #16448), but the filesystem is unmounted
3. Restart
4. Check Filesystems, the 'sampledir' is back.

Duplicate. Fix of #16448 solves also this issue.
