Java: 1.6.0_14-ea; Java HotSpot(TM) Client VM 14.0-b12
System: Windows XP version 5.1 running on x86; Cp1252; en_US (nb)

Start debugging a java project, which has a breakpoint. Wait until the program stops on the breakpoint.
The 'Apply code changes' button is allways enabled, even if there are no changes at all. It is enabled even after being 
used, so that you may apply code changes more times without any changes in code.
