In the 6.7 welcome screen, the welcome screen has a clickable item "Activate Features". If you click it, the Tools > Plugins dialog is opened on the Installed tab. That UI allows you to *uninstall* features. It does not allow you to activate anything. I suspect users will think they should go here to "activate" features, but they will end up uninstalling things instead. I expect most people will not read the text below (which does say users can activate features), they will just click "Activate Features" and either be confused or, worse, uninstall things they need. Either the text "Activate Features" should not invoke any UI, or it should invoke a UI that actually lets you activate things. If we do not plan to have a UI for activating features explicitly, probably the title text should be something like "Automatic Feature Activation" and not appear to be a call to action.
