When you open the RubyGems dialog, the system automatically launches
a fetch process to get all gems based on the criteria on the settings
page.  Unfortunately, if someone wants different settings (like fetch
all versions), the user needs to wait for the first fetch to
complete, then re-fetch the list.

The system should stop the fetch call when the settings page changes
and start fetching again when the user either leaves the page, or
clicks a fetch button on the settings page.

Makes sense, will attempt to fix for 6.8.
