[6.7 M3 build]

When the bugtracking system is not recognized by the IDE the Find Issues panel appears with empty fields. It is for
example in case that a user creates bugtracking connector to:
http://sourceforge.net/tracker/?group_id=232942&atid=1088309

It is required to present something different than empty form to the user - user needs to see probably some kind of
dialog which tells that the chosen bugtracking is not supported in IDE.

This seems to be a clear error. 

An error dialog box with label should be enough:

people do not seem to run into this that often -> lowering priority
