It would be nice to be able to send feedback to help writers about an incorrect, complicated or absent help. 
The idea is similar to that we have for exceptions. A statistics can be collected about complaining from users and 
it can be used for prioritize writers' tasks. It can implicitly inform us about what users are interested in. 

I believe it is quite difficult and boring to check presents of help manually. But our users and our developers can help
with it if the procedure is not so complex like going to www.netbeans.org and filing a new issue. So the idea is to
detect a case, when a help window appears without a specific context. In such case it should have a button (or
hyperlink) to send a report. The report can implicitly contain usage history just like our posted Exception have. 

In case when the user get a not empty help page, but he(she) found a mistake or simply not satisfied with the page
content, we can suggest writing a complain.
