When installing or initially launching NetBeans, the IDE should
auto-detect installed ruby platforms.  By not doing so, when
importing/opening a ruby project from NB 6.5, the project properties
can be unexpectedly changed without reporting to the user.

This change can cause projects to break. 

At a minimum, a notification should be made indicating the ruby
platform for the project is not available and bring up the platform
dialog so the user can add the platform before continuing.

I think this was supposed to be implemented already, but apparently it isn't working for some reason. Changing to a 
defect.
