Dual monitors arranged side by side.   
Netbeans running on the right monitor.  
Quick fix tool tips (the little lightbulbs to the left of the code in the editor) display on the wrong monitor when clicked.  
All other windows (right click, insert code, control-space, error messages, etc) display correctly.

This has been already reported. Fixed by http://hg.netbeans.org/jet-main/rev/5502851be4e9 . Thanks for your report.
