It seems that javafx.sdksamples is creating layer.xml at running IDE and
there is no way to localize these strings on New Project wizard.

For example the following strings are displayed on new project wizard but
it's not possible to provide localized strings,

Display Shelf
Display Shelf Mobile
Drag And Drop
Interesting Photos
Local Search
Path Animation
Photo Effects
Photo Flip
Simple Video
Spring Animation

These are for sample, so I think the priority is not high, but it's nice if we could provide them,
because all other IDE samples are providing localized strings and descriptions. The same issue
has been file as issue 160231.

These samples are taken from JavaFX SDK so they could not be localized in NetBeans.
