FFJ Build 010817 CE, NT4 with JDK 1.3.1]

Steps to reproduce:
-------------------
1) mount a new XML Catalog
2) change HRef attribute value on a Map element in the catalog's document
3) save the document
4) resfresh the catalog
   - Catalog doesnt reflect the new value.
5) change PublicID attribute value on the Map element
6) save the document
7) resfresh the catalog
   - Now catalog reflect the new values.
