Product Version: NetBeans IDE Dev (Build 200901190201)
Java: 1.6.0_12-ea; Java HotSpot(TM) Server VM 11.0-b17
System: Windows XP version 5.1 running on x86; Cp1250; cs_CZ (nb)

In the Palette Manager select a node of some category and press "Move Up" (or Move Down) - the node loses focus, so if
you want to move it once more, you have to select it again...

(other nodes, for example the category subnodes representing GUI components, can be moved freely, without the need of
re-selecting them)

Confirmed. Same behavior in NetBeans IDE 6.7 (Build 200906241340)
It's really annoying if you want to organize more nodes.
