But what if the user docked the Component Inspector elsewhere (e.g. 
Explorer)?

"Go to Form" and "Go to Inspector" were removed. While user is 
switching between form files in editor, designer is switching also 
according to editor. Component Inspector is synchronized too. But 
there is the P2 issue with "focus-reverting" in the core, see #16631.

Resolved for 3.3.x or earlier, no new info since then -> closing.
