JCAPS6.0u1 20081201-0636 on ja_JP.UTF-8 env.

Please refer attach

When DnD from XML Components or XML Schema Components to design area,
it show popup help "Drop here to add a new element to xxxxxxxx" in Japanese.

However the "element" is not localized. Because the pallet have localized
name, it should be localized.

For other items, like Attribute, Choice..have same issue.
