Label "Referenced Resources" is localized, see

soa.ui01\src\org\netbeans\modules\soa\ui\catalog\Bundle.properties in soarelease branch
soa.ui01\src\org\netbeans\modules\soa\ui\resource\Bundle.properties in soa-dev branch

I guess that translated bundle is absent in the build.
