HTML frames in the ICE browser do not seem to be killable. E.g. open the Open API docs, now type into the URL box the overview-summary.html page at top level in the docs (this is not a frameset). It
 still shows the frames. Close the window, open the browser with "Open Web Browser Window"--it starts up with the same frameset, incl. the API docs in two left frames, but showing www.netbeans.com in
the main frame!

However, clicking the "no frames" link in API docs works--this is an href to "_parent" or "_top" target, something like that.
