Java: 1.6.0_11; Java HotSpot(TM) Client VM 11.0-b16
System: Windows Vista version 6.0 running on x86;

When creating a new XML document, at the step which you can choose the type of document, the tooltips of the choices are
"null". See URL for a screenshot of the minor bug.

To see that window, simply right Click on a folder of a given project->New->XML Document->Next.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
