from my understanding of other issues on this topic (this one might be a duplicate of earlier ones),
there are restrictions in handling/processing of non basic ascii in ruby version used by netbeans
that can cause this situation.

it seems to apply to many situations in using ruby plugin like for project names or other paths or
file names.
