Features like keystore management (or pack200 support, see 137895) are out of the box java se features and should be
moved to the java se netbeans distribution package.

recomented ui change:
make keystore manager accessible from project properties | webstart option dialog. It should be also possible to assign
a keystore to the applet/webstart app analog to the selfsigned option.

I'd say yes, but no sure about plan for 7.0. IMO it's not simple transition, it spans over multiple teams.
