Add new JavaFX link on the NB Welcome/Start page under the "Learn More About" section that points to the NB.org 
feature page for javafx (currently staged here: http://nbstaging.czech.sun.com/features/javafx/, and final URL should 
be: http://www.netbeans.org/features/javafx/index.html)

The issue is reproduced in build:
JavaFX_NB_Plugin_Franca_NB_65_fixes: #18 24-Dec-2008 00:11:09

"Learn More About" section does not contain the JavaFX link
