When creating a new XSLT Service (either Req/Rep or Bridge), during step 3 (XSLT configuration), currently it only 
allows user to select XSL file(s) that is in the working project/src.  User should be allow to select XSL file that 
allocate else where outside the working project.

To provide an ablity to select xsl files outside the working project is just one side of the enhancement.
Another point is about supporting outstanding xsl files.

They should be also correcly bundled as deployment artifacts.
Similar to the wsdl and xsd files.
