In NB 6.5 daily, the attributes and operations of a class in a class diagram cannot be dragged or re-ordered.
In NB 6.1, they are be dragged within the same class for re-ordering, and dragged to another class for moving.

yes, it's no possible to reorder in 6.5 now, as for move to another class it's possible to do on project tree nodes.
