I've installed today's (09/04) build and got NPE after I opened Tools | 
Options.

Vito, it is a bug in core.projects.FileStateManager

Working on it, seems to be caused by uninstalled projects module (see 
#15188). Simple workaround is to install projects module and restart 
IDE.

Fixed in trunk. Options Dialog has been modified to work correctly 
without installed projects module.
