1. Start JavaDB from IDE.
2. Open it's properties and close it (don't change anything).

Result: JavaDB is stopped.

I can reproduce this easily with NB 200810241401 [Win2KSP2,1.6.0_u10] (from output window after opening and closing
properties dialog without making any change):

Security manager installed using the Basic server security policy.
Apache Derby Network Server - 10.4.1.3 - (648739) started and ready to accept connections on port 1527 at 2008-10-25
20:35:40.236 GMT 
Apache Derby Network Server - 10.4.1.3 - (648739) shutdown at 2008-10-25 20:35:56.489 GMT

By "closing" or "don't change anything" should imply clicking the window close button at the top of the dialog or
clicking the Cancel button.

If the OK button is closed then Java DB is terminated.  Is this what you're seeing?

Yes, here are the steps:
1. Start JavaDB from IDE.
2. Open it's properties, don't change anything and click "OK" button.

Result: JavaDB is stopped. Parameters weren't changed and JavaDB was stopped, not restarted.

I disagree that this is a P2 and also no reason to fix in the 6.5.

If the close or Cancel button is closed then Java DB is not stopped.  

Only if OK is clicked, Java DB is stopped.  Not a highly visible usablity problem, IMO

NB6.7 was released already - http://www.netbeans.org/community/releases/67/
Postpone fixing this issue on the next release.
