steps:
1) Goto Python Platform Manegr > select a platform
2) Then switch to Python Path tab or Java Path tab
3) Select a path and click move up or move down 
4) The selected path in the list should move up or move down and the selection should be on the selected list item but 
the item moves and the selection is changed to a new item

There is an issue with moving up and down as well as saving. Tested on a setuptools project.
