I downloaded PP3.0 bits (Build#172) and found Spring portlets has some dependency on Generic portlets. The expected
version is 2.9 but the available version is 2.0.6. Due to this I'm not able to install the portalpack bits for testing
PP3.0 in SDKU7. I tried will core.zip and all.zip. Find the screenshot attached for your reference

It's a netbeans plugin installer issue.

Workaround :

While installing portal pack plug-ins, uncheck Spring Portlet, Service Builder plugin and then install rest of the
plugins. Once that's done, install Spring Portlet and Service Builder Plugin.
