all netbeans projects that deal with a supported programming 
or scripting language have project encoding property and otherwise
follow the feq api related to file and project encoding handling.

fx projects don't have such an encoding property;
I don't know if also the feq api has been implememted or
is used.

Since we are in HR mode and this is not a stopper mark it as will not be fixed in current release.

Fix will be made in trunk to prevent destabilization.

No encoding option in 6.5 plugin, so there is no quick solution for bug 154303 right now. Most users would encounter
this issue when they try to use Japanese.
