In http://www.netbeans.org/kb/61/websvc/gs-axis.html please bold "You can only do this from a Java application or Java library project" because I easily missed this while scanning the document. Also, please discuss why this is the case. I am expecting to be able to add Axis2 web services alongside standard Netbeans web services in normal Web Projects.

This is because the axis.aar file (the deployable archive into which web services and Axis configuration files are packed) is neither a WAR nor an EAR and cannot be deployed normally as a web (EAR) application.
