Steps to reproduce
---------------

1) In Netbeans 6.5 beta create a Java Web Application with Portlet Support framwork
2) Right click on the project to add a Websynergy portlet
3) Add Groovy/PHP/Ruby portlet from Websynergy portlet

Issue

Chetan, please verify if this problem is still there in PP 30 M2.

Added validation for non java portlets to be added only when Portlet framework is available
