There is a wrong mapping of Help:
- open form, set GridBagLayout
- add some component | select them
- select Layout tab
- for properties Insets invoke Property Editor and there push "Help"

- > help with title "Finding Information About the IDE" will be shown instead
"Using the GridBag Customizer"

as issue 14662 it's fixed now.

Help button was removed from DimensionCustomEditor,
InsetsCustomEditor, PointCustomEditor and RectangleCustomEditor
