the conditions + flow of the exception report in the ExR database and issuezila gets more and more complicated. We need
a flowchart with all the states, all branches and all actions that can happen to a ExR. From the click of Submit button
to end of processing.

I've created a diagram. I'm not sure it's detailed enought. If not please reopen and describe desired additions.
