There are a multitude of public identitifier resolvers e.g. Catalogs* , FPI* 
search engines etc The module should uniformly address them using ONE standard? 
For the rest there should be plugged in wrappers. To add further to this 
confusion there is SAX EntityResolver, TrAX URIResolver and probably a few more 
too.

We addressed it in Forte (including NetBeans in-memory catalog).

Fixed by integrating original Forte XML module.
