Local caching of non local entities should be allowed with the option of 
implicit and explicit refresh available to the user.

This cache can be represented as an entity catalog. If a user delete a
entry from it a fresh one will be downloaded.

Target milestone was changed from not determined to TBD

Let user add them into a catalog file. The catalog can be then reused
by other catalog aware tools.
