[ BUILD # : Beta ] [ JDK VERSION : 1.6.0_07 ] Found on editing file 'project.properties' from "Files" window. In contrast, '*' disappears after undo on *.java files.
Reproducible in 200808170243. Java files work fine, but for example "project.properties" leaves the asterisk in the file tab even when all changes are undone. (It seems similar to issue 132590.)
Seems to be specific for properties files.
I will not fix this in NB 6.5 (there are many more serious bugs).
Probably bug 185938 has a relation to this bug. Additional investigation is required.

See bug #181767 comment #5. The properties data loader is unnecessarily complicated; there is no compelling reason for it to recognize all locale variants together.
This issue is caused by non-default UndoRedo manager in ProperiesEditorSupport. Possible fix will be a part of fixing http://netbeans.org/bugzilla/show_bug.cgi?id=199700 -> Duplicate
