build 20080814

When I first started the ide, I see the NB IDE Warning dialog indicating the requirements module not found. I clicked on
the button to disable. From the Plugins manager, UML is not activated. When I activate it, I got the NB IDE Installer
dialog indicating activation failed. See attached screenshot.
However, I could still create uml project and diagram even though UML is not activated as indicated.

This has to do with the removing the requirements modules from the build.  I am making this a P1.
