Opening Template Manager in NB (all clusters build) lists about 30 categories in random order and is pretty difficult to
navigate. Also it make very unprofessional impression.

Not a bug in Template Manager. Template Manager has to respect ordering (by UI spec) in layer files. File a bug to
specific template which is out of order.

I disagree. Template categories each have an ordering attribute which is correct and follows a UI spec. When creating a
new file in a project only subset of categories is shown (driven by project's RecommendedTemplates). Within this subset
ordering is either driver by RecommendedTemplates or by layer ordering attribute (I"m not sure) and it is OK - the goal
here is to first show the most relevant templates for the given project type. But Template Manager shows *all*
categories and there is *no project type context*. Look at the attached screenshot. It is a mess. What make sense on
project level is here wrong. I think alphabetical ordering should be used.

Yes, in this case the alphabetical ordering would make most sense.

It had to be roll back virtue of it caused a regression (issue 149759).
