I want to fix this bug: http://enterprise.netbeans.org/issues/show_bug.cgi?id=138159

which is to provide a help topic link from iep file creation wizard.

The problem is I do not see any topic which describe how to create an iep file.

I see there is section for "Creating an IEP Process" , it is misleading and it talks about how to create an iep 
project and does not say how to create an iep file?

Other point is that "Saving An IEP Process" and "Deleting An IEP Process" are described under a separate 
section "Working with Intelligent Event Process
Module Projects", so "Creating an IEP Process" should belong here?

I think we should add a topic "Creating an IEP Process" under "Working with Intelligent Event Process Module Projects" 
along with
"Saving An IEP Process" and "Deleting An IEP Process" and rename existing "Creating an IEP Process" section to 
something like "Understanding IEP Process"

Yes, there should be a separate help topic for "Creating an Event Process" (the terminology I prefer)

For the time being, the Help button can link to the "Understanding" topic, which should be completely revamped so as 
to contain conceptual information only, as well as pointers to procedural topics for creating/deleting/etc.
