For a normal Java-Project there is the Panel "Properties->Build->Documenting". In this Panel, you can select what will
be generated by javadoc. This Panel is not available under "Properties->Build" in Modules for the Netbeans
Rich-Client-Platform.

In fact the build harness does not support all these options. Unclear if we want to bother adding them. You can of
course override the 'javadoc' target in your build.xml if you want to customize Javadoc generation.
